Colorado should create a permanent, state-administered trust fund supported by external
donations. As proposed by COYAC (see proposal) this fund would sustain civic education statewide and ensure all students receive high-quality, consistent civics instruction.
The trust fund would support:
- Teacher professional development
- Curriculum development
- Student-led civic projects
- Field trips to civic institutions
- Colorado Youth Advisory Council programs
Successful models include Massachusetts and Florida, which have seen increases in student engagement, civic knowledge, and voter participation.
